Christina Nolan - Candidate for United States Senate
Under Nolan’s leadership, the U.S. Attorney’s Office prosecuted a series of multi-million dollar fraudsters and white-collar criminals, including those in the Northeast Kingdom who perpetrated the EB-5 Ponzi scheme. Her office led the investigation that uncovered an illegal kickback scheme perpetrated by Purdue Pharma to over-prescribe highly addictive opioid pain killers. The investigation secured a historic felony conviction and resulted in a settlement of $8.3 billion – the largest ever levied against a pharmaceutical manufacturer. In her mission to address the growing drug crisis, Nolan chaired the Justice Department’s controlled substances committee, during which she gave trailblazing testimony before the Senate Judiciary Committee about the devastating effects of Fentanyl. Nolan also prioritized the range of issues affecting women in Vermont. She used existing federal gun laws to charge domestic abusers, co-chaired the Vermont Human Trafficking Task Force, and co-chaired the Justice Department’s initiative to combat sexual harassment in housing. She also proudly coordinated a group effort, involving the nonprofit organization Jenna’s Promise to open a first of its kind living and working facility for women recovering from violence, trauma, and substance use disorder. Nolan graduated summa-cum-laude from the University of Vermont and earned her Juris Doctor degree from Boston College Law School where she was a Senior Editor at the BC Law Review. A third generation Vermonter, Nolan is a native of Westford. She is an avid runner and won a Vermont State Championship while at Rice Memorial High School. |

![]() Burlington Vermont Police Department Update

Interim police chief Jon Murad will update and present to the club the current status of the Burlington police department. Jon Murad is the acting Chief of Police of the Burlington Police Department, a role he has held since June 2020. At the BPD he works with a team of dedicated professionals to keep people safe by working with and for the Burlington community. He joined the BPD in October 2018 as the Deputy Chief of Operations, following a two-year stint at Teneo Risk, a company that provides security consulting to Fortune 500 CEOs and boards, where he was a managing director and chief of staff to Executive Chairman Bill Bratton. Prior to that, he was a member of the New York City Police Department for 12 years, serving in various ranks. He finished his career as an assistant commissioner on the executive staff of then-Police Commissioner Bratton. He is a graduate of Harvard College, and also holds a masters degree from the Harvard Kennedy School. Jon was born in Burlington, and raised in Chittenden County (MMU Class of 1991). He lives with his wife, Vonnie, and his children MacArthur and Cady Elizabeth, in Burlington’s New North End. |

Ellen Starr started her relationship with Grounds for Health as a volunteer preceptor for clinical training in Tanzania and ultimately became Tanzania Program Manager. Before becoming Executive Director, she acted as Clinical Director, providing oversight and direction in the clinical practices of Grounds for Health. She is a Nurse Practitioner with over 30 years’ experience working in women’s health with a focus in gynecology and family planning. During this time she has worked as a provider at Planned Parenthood of Northern New England where she moved through the management ranks and ultimately became Vice President of Health Center Operations. In these roles, she developed strong leadership and management skills while continuing her clinical practice. Ellen holds a BA from Middlebury College and an MSN from Massachusetts General Hospital Institute of Health Professions. |
