VSAC's mission is to ensure that all Vermonters have the necessary financial and information resources to pursue their education goals beyond high school. Vermonters have turned to VSAC since its creation in 1965 for grant and scholarship assistance and for education loan guarantee services.

Since 1969, Vermont students and their families have also been able to look to VSAC for information and counseling, and since 1984 for education loans. In 1999 they began the Vermont Higher Education Investment Plan.
